I only had about 1 hour this morning to try this. I knew the city lights would have a negative effect on the picture but I wanted to try anyway.

ISO 800
50 Sec exposure
60 exposures.
Stacked and edited in Photoshop Cs6

It looks to me you have the basic technique down. Now to find some dark sky sites with appropriately scenic foregrounds.
