Local Traction Engine show - there there were a good number of working restored engines on show and moving around!
And yes this is one of those "overread remembers the photography forum exists and is still there posts!"
I even messed around with trying to blur moving parts. 1/30sec seemed to be a bit of a sweet spot, though still took a few burst shots to remove all the blur from the more static bits. I also easily wound up at f29 and thereabouts so the depth of field and image quality both take a hit. One guy I did see there had clearly been before and was armed with an ND filter to, I'm sure, get the same effect without having to dip into super small apertures.
