Strange blur on the Meerkat

There is a strange blur on the paws and legs of this meerkat. Is this a DOF issue or a camera shake?

looks like DOF to me, his head looks to be sharp, if you had camera shake than I wold think nothing would be sharp.

Maybe a slight bit of back focus.

Looks like either it was shot through an obstructing medium: wire, or wire-reinforced glass, something like that, or it could be a teleconverter. The central zone is decent, but the outer areas have that loss of quality that looks like a 2x converter was used on the lens. Both things,badly matched teleconverters, and shooting through obstructions (chain link, chicken wire type glass,etc) produce a similar type of diffraction-like "look".
