Very busy.. and nothing really seems to be in focus..? Just kind of confused

Its out of focus.....blurry......What is the topic of this photo? Can you explain what you were attempting?

I find the colours on the workers to dominate the image. If your purpose was to show the entire street, then a black/white might work better as it wont draw attention to colours.

As others have said, there isn't much of a subject and things are blurry. If you are doing street shots like this, you can sometimes try to actually hold your camera over your head, up high, aim it down, and get a better view of the street and less people's heads.
