The Downward Spiral

While I like to silhouettes of the street lights against the clouds at the top of the image, the bottom leaves me flat. My eyes are bouncing around looking for a subject.
Even though I like the top part of the image, it is also the brightest part and pulls my eyes away from the curves of the roadway, decreasing it's impact in the composition.
