So I have been thinking about this and what everyone has said a lot. Thank you for everyone's input it has been very helpful so far.
Here is what I am thinking...
Get the 24-105 refurbished from Canon for $530 + Canon 85mm 1.8 and keep the Canon 50mm 1.4 That would all be under $900 and right in line with my budget. Still get another L lens and get 2 pretty damn good primes. Not top of the line but good primes. This would give me the flexibility of a walk around and addition to my landscape lineup, good flexibility with a fast moving child (can use flash if needed indoors), but also 2 fast primes to shoot in low light and shallow DOF as well as both being good for portraits. I think this is probably the strongest setup I can get currently with my budget.
That would put my lens lineup at:
Canon 17-40 f/4L
Canon 24-105 f/4L IS
Canon 70-200 f/4L IS
Canon 50mm 1.4
Canon 85mm 1.8
This should cover all my bases I think. What does everyone think of that path?
