touch of light how to simulate

I have photoshop elements 9 and the touch of light action is only for the cs series. So how is this picture done. Is it just an increase in highlights through levels?

Touch of light = dodge
Touch of darkness = burn

Are there any "Lighting Effects" available in Elements 9? If so, maybe you could use one of the lighting effects filters, like a broad, directional spotlight, at a low intensity setting.

Hmmmm. If you can't utilize elements to it's fullest, cs3 will be a waste of money. Just send me a money order for the difference and I'll send you the directions to the help button in the menu that will give you access to all the Elements forums and videos that can be had.

It really sucks that not a single book has been written about Elements. It would be a great way to learn how to use it.
