TV Program Mode Shutter speed

How would I go about say catching a picture of like cars driving on the high way and getting there lights and red tail lights in a line? And also catch a picture of say rave gloves and there lights all over the place?

Heres two pictures of what I mean.

*Removes Mod Hat* In answer to your question, yes, setting your camera to Tv/Shutter Priority is the way to go, and speeds of anywhere from 1/4 to 2 seconds will probably be appropriate; it depends on several factors such as your lenses maximum aperture, ambient lighting at the location, and of course, and most importantly the speed at which the objects move. There is no single setting that will suit all applications, some experimentation is required.

The only thing I would add (in case it's not obvious) is that you will need a tripod when shooting at those speeds. If you attempt shooting handheld, everything in the image will be blurry due to camera shake.
