Ultra Wide Angle vs Non Wide Angle Lens

Hi, I'm looking at the two following lens.

Canon EF 17-40mm f/4L USM Ultra Wide Angle Lens

Canon EF-S 17-55mm f/2.8 IS USM Lens

The first is ultra wide and the second is not. I just want to make sure, would an ultra wide lens at 17 mm capture more area than a non-ultra wide lend at 17mm?

if you have crop body camera, both will be as wide at 17mm.

The reason the first one is called UWA because it will fit full sensor. EF-S can only be mounted to cropped sensor bodies.

so if you plan on moving to a full frame camera down the road you might go with the wide angle. or well i would at least
