Arc flashes like that don't just burn the hands. Every inch of your body that faces the flash is burned... sometimes the skin is totally gone. If the scumbag survived, that's one helluva punishment. Even wearing proper arc-flash clothing, he should end up in the hospital.

I did a couple of rotations in the BAMC Burn unit back when I was doing medical... and have seen the type of damage you are talking about. It is not pretty! I was trying to keep it a little less graphic!
