V1 shutter speed problem

When I use the Aperture mode or M mode, whichever ISO and f-number I choose I am constantly getting a low shutter speed... even when the camera is turned against the light with high ISO and f/1.8, the fastest shutter speed I get is 1/8 sec.

Any ideas what may be wrong?
