What is in my lens?!

So the other day, I was looking at my Tokina 12-24 DXII.

I took the caps off both ends, and opened the blades.

I saw something that looked like the following picture: What is it and how do I remove it? What are the effects of it?
I tried a blower, and that didn't work - didn't even budge.

Is the lens being stored for awhile? (i.e. Have not see the sunlight for a long time?)

Lens has been stored in a case, and has been used on and off - like all of my lenses.

Do you have a photo of the lens front element instead of drawing? (Assuming the stuff is located at the front element)

I'll have to try to macro it later.

I cant see it looking "through the glass" side, it's only when I open it up, I see it through the back.

Could be oil off the blades
