What kind of flash should I buy that is not to expensive about 80.00 to 100.00 dollar range. I have a canon EOS 400D.

If you are wanting a flash to go on your camera (and be compatible in terms of automatic flash metering), I might suggest the Canon 270EX, which is over your budget. Ideally, I'd suggest the Canon 430EX, which is much better but even more over your budget.

There are some 'off-brand' flashes that are compatible with Canon cameras, but they might be hit and miss because they have had to be reverse engineered. Also, the build quality probably won't be as good as a Canon unit.

$80-100? that's a crazy low budget

Flashes

the vivitar from here is about your only option that's worth anything. (I pulled the link off the strobist website) it's completely manual and you will have to learn how to use it with your camera

Yongnuo YN-465. Chinese, Canon TTL compatible and also manual, tiltable head, embedded diffusor and reflector (or how it is called). Of course is not a Canon, but if your budget is tight, no much choice. Here there is a review (of the Nikon version, but is the same): Yongnuo YN-465 Flash Review | Speedlights.net
I'm glad of it (but I'm still learning) .
