Almost looks like mirrored glass opposite a brick wall but I don't recall any mirrored glass when I was there (hmmm 93, 94ish) and even then, I don't recall blocks that big offset like they are.

Edit: I think I just figured it out. It's not a memorial... it's a monument: the Washington Monument! Am I right?

thanks Pamela. tripods are prohibited anymore in the memorial, so it's hard to get a decent shot with the low lighting.
