You need a camera that deals well with high ISO and a lens that opens wide. For less than $1000 you are going to need an entry level DSLR. You could go midrange, but i think that you would be better off buying a cheaper one and buying a good lens.
I don't know which one to recommand but i can tell you not to get the K10D or GX-10 (my camera). It is not good at high ISOs.
