Took this shot the other day. But can't decide which looks better.

None of them do anything for me. No discernable subject that's obvious. I would assume it's the buildings in back, but if it is, you've got a lightpole in one of them and a tree in another.

Also it looks slightly tilted to me.
 
Not sure if you're asking for any critiquing, or just to pick of the three. If it's just to pick, then I'd pick #3 of the lot. Shots like this are hard in the sense of what is the overall theme/subject? If it's the buildings, besides the tree and light mentioned above, then you might want to darken the foreground and to give it a more silhouette effect. If it's the street scene that should be the eye catcher, then it would need to be lighter, and the buildings burned to darken them, maybe even blurred to defocus them. The overall hard part with using one or the other is the dynamic range of the shot. If the shot should be an "overall" scene, then retaking the shot, if possible, with the sun in a different position, where it's more evenly lit, would go a long way.
 
I liked the second with more light on the street best; the whole story would have been different, if there were a person on the road.... and thus making the loneliness the subject
 
I prefer the second as well. I also agree with frequency; a person on the road would really contribute to the photo.
