I'm trying to decide which image is better, 1 or 2?

Number one for me. Nothing like being successful in your hunting :)
 
Same here. Two for me. On the first shot, the blurred flower in front is blocking part of the the focal point of your shot. Still a good shot though.
 
I like the closer view of #2, but the narrow sliver of white on the birds left side, is a major distraction for me, competing with the head/eye focal point.

Of the two, IMO #1 is the better image. The mouthful of fish adds significant environmental context, and the diagonal lines created by the blur, provides a two way leading line to the subject.

As an up and coming photography enthusiast I find this very helpful. I will start to pay more attention to leading lines. Thank you.
 
#1 for me as it tells a story. Most wouldn't think he could hold that many fish!
 
Another vote for #1. There's nothing inherently wrong with the second shot, but after looking at the first one, the bird comes across as rather static in posture and intent. In the first one, he's been on the hunt and there's his dinner - we're reminded that he's a wild animal who has to act for survival. It's a story.
 
Number 1 is my favourite its like a sneaky peek into him going about his day.
