The photo is very blue, probably because the white balance in the camera was set to Sunlight, but the shot was made in Shade or Cloudy.
The way to tell thew WB is off is the snow should be white.

^ Agreed. I would select the snow and make it white, but maybe keep the wall with the blue tint so there is some color separation.

After reading the title I am so glad this didn't turn out to be the type of winter graffiti where you write your name in the snow.

How does this look now.I don't understand how I did not realize how blue the snow still was,because when I started processing it was super blue and I knew I had to adjust the white balance a lot.Maybe if you stare at something long enough the colour starts to look correct.
