Maybe it's higher up, so even the short tubes chime? If the what you say IS called a paddle is as low as the knot, the shorter tubes wouldn't even be touched!

Yes, typically, there is a wooden "ball" (out of frame) that is tied onto the string which strikes the tubes. But the wind moves the paddle, which in turn, moves the wooden ball.
