working with raw images

What is the best way to work with raw images; convert to jpeg, tiff psd or png then edit or edit first.
Please excuse my ignorance I've nevered worked with raw files before.

The point, or strength, of RAW files is greater flexibility for editing. Edit in RAW, convert to JPG when you're done. Good luck
