A 70-300mm is only 4, because it starts at 70mm (already 'zoomed in') and can zoom in to about 4 times that amount giving you 300mm.
An 18-200mm doesn't get as far as the 70-300mm, but has more zoom range because it starts at 18mm, and goes allll the way to 200mm.
