Isn't PQ Developer for paper?
Could be for paper. The difference between MQ (like D76) and PQ (like ID68) is small. "M" stands for metol, "P" for phenidone. (Q stands for quinol, Kodak name for hydroquinone ). Phenidone is safer as it is not causing allergies as metol does. (Not to everybody, but...). Important for negatives tray development, there will be always some contact.
I am not sure about the higher contrast of PQ paper developers, I think the hydroquinone is taking care of that, but PQ combination is common for warm paper developers. Plus phenidon is much more effective, cheaper and less susceptible to oxidation as metol.
