You're absolutely right. The optical resolution will remain constant on both sensors provided that the lens performs the same at either focal lengths, and will perform ideally across the entire focal plane and does not suffer a "sweet spot" that would benefit the crop sensor.

What differs here from film, however, is that unlike film which has a constant grain density on like stock, pixel density will be proportionally greater on the crop sensor. So it'd be kinda like comparing an ISO 400 film on 645 and ISO 100 on 35mm (though, not really).
