Can others edit my Photos
Photos NOT OK to edit
How can I edit photos to make them look like these attached?
I want them to have an old, 90s effect.
Please do help :)

take them with a 90s camera and film?
 
If you're skilled at photoshop, you can make the light appear to come from the camera's built-in flash, and then adding a vignette is easy.

That's not a 90s effect. I took photos in the 90s and they don't look like that. That's a cheap disposable plastic camera effect. You can buy one from Amazon right now: Amazon.com : Fujifilm QuickSnap Flash 400 Disposable 35mm Camera : Camera Cases : Camera & Photo and then you can have a 2017 cheap plastic disposable camera effect.

Here's a snapshot from 1996 -- this is the 90s effect:

I'm struggling with "an old, 90s effect". Surely you mean "an up-to-date, 90s effect"? Old stopped in 1965.
 
Use a fairly large aperture to keep a deep depth of field, set the flash compensation for a stop or two over-exposed, use a higher zoom setting on the flash than your actual lens (to darken the corners,) and change the white balance in post. A hot-shoe flash when shooting in portrait mode will give you those harsh background shadows, while the built-in pop-up is probablt too close to the lens for big shadows.
