Are the lights distracting?

So I was looking at this photo I took the other night and noticed the lights with the sunstar type of thing with them on the right side of the photo. Do you guys' think they take away from the photo at all? It was shot with tokina 11-16mm. I used a graduated neutral density filter, could this of caused that?

The starburst effect is due to light reflecting off the aperture blades.

And yea, I do find them a bit much. Maybe you can 'dim the lights' in post.

Ok So to not get that affect in the future, what would you suggest I do?
 
open up your ap

and if you want longer exposure you can grab a ND filter to block light so you dont wind up overexposed.
