It's a little odd. I don't know if it's just a very very carefully selected angle, or a photochop, but it looks like some eyelashes cut out and pasted on an out of focus background.

I don't know what the title means. Is this a child's eye?

This seems like an exercise in surrealism, but I'm not seeing ideas here, nor does it evoke anything particular except 'that's peculiar'

Agreed. The skin also looks very green.

it was shot at an angle, and it's a baby eye, I did mess with the color and agree with the skinniest have a green tone.
