The best is subjective but faststone is definitely worth a look

FastStone Image Viewer, Screen Capture, Photo Resizer ...

RawTherapee or Darktable for processing and Krita for raster.

Not technically free, but with a generous trial, Photoline32 is very good, and in my opinion the only full replacement for Photoshop, so long that you don’t care about the more gimmicky adobe features (blur gallery, animation, mask refinement, etc)

I don't use Darktable anymore but it's a great software, if you don't mind spending a bit of money, i recommend Luminar 2018 or even better Luminar 3. I believe it only cost $69.00 but don't take my word for it. I use Luminar 2018 currently and i love it. I think it has some great tools and features. But if you still want it free i do like Darktable and i still do use it on occasion.
