In a public place a release is not necessary, unless the photo is being used for advertising. Therefore I would not concern myself with a release.
As to taking photos of homeless people, it is not necessary to stick a camera in their face. It can be done discretely from a distance.

Public place or not, there is a difference between taking photos of a street scene where a homeless happens to be in it, and frame up a close up of a homeless (or any other person) with a telephoto lens from a distance. If you do that you are taking pictures of the person, not the public place and you do need a release if you want to publish your images.
Except from the legal perspective, I also believe that you get better photos after talking and connecting with people, rather than trying to snap a few shots without them noticing. If you just spend some time with them they will eventually start acting natural around you and the camera, and you can get some really good candids.
If they don't want their picture taken, you simply move on to your next subject.
