This is called a love lock. People put these kinds in public places like Paris. Or Seoul...other places. You could have taken a shot of many of them instead of just one.

Yep, a bit hard to read. If you wouldn't have the names in the title, I would of been staring for a while. Definitely an interesting subject and provokes some emotion.

The background is a little distracting to my eye, Also, if you were to crop the post out at the right and have the strcture of the fence leading out of the frame there, it would, for me, be a far stronger suggestion of eternity. As would having the names engraved instead of using a cheap marker pen - you might want to tell Bob about this if you ever bump into him
