Besides the crazyness of the windy hair..what else could be improved?

Hair aside, I would start by getting down on her level so that the lens is looking at her, not down on her. I would make sure that I had my point of focus on her eyes (which appear a little soft) and I would use a diffused speedlight to add a little fill to her face. You could also consider zooming out a little, and I would definitely try and attract the cat's attention so that both subjects are looking toward the camera.

Very nice but very common. Next time get down to the kids eye level or lower. Preferably lower. It would have dramatically altered the photo for an improved result.

bring a white board and reflect light to her (or buy a reflector).
