Can these film photos I took be saved?

And how? I took a photography class in 98, the kids found my photos and as you can see there are now some issues.
The first is a homeless man at an abandoned train station, one of my personal favorite pictures. The second is my wife before she became my wife, so it's sentimental.

Certainly both images can be saved, but it will take someone with a bit of knowledge with a program such as Photoshop, PainShop Pro, or Gimp. The only thing that I see which cannot be fixed is the soft focus of #2. There are some very skilled "Photoshoppers" here, and likely someone who would be willing to help with this. Perhaps put a post in the "Photoshop Challenges" forum?
 
I restored my moms photo collection with my epson v500 flatbed scanner.
from 35mm film to old cracked discolored pictures taken in the 30s.

for the money, they do a gread job. they are kinda slow but its acceptable for home use, even to process alot of film and photos.

they are affordable and produce really good scan.
 
IMO...the first doesn't need to be "fixed" other than the color cast...but even that has its artistic merits. I really like that photo just as it is.
