second, has anyone ever been harrassed about taking photos of people in public.

I got harassed by security for taking pics where I work, and it was part of my job!!

These days, I try to take my gf with me when photographing. For some reason, people are less likely to think I'm a perv if there's a girl with me.

Clearly they haven't met my gf.

To help answer the second part of your question...

Although I have never personally had any problems, I found this "non-legal" document that outlines the legal rights of photographers. Although it is intended more for Americans, a lot of it would apply to the rest of us as well.
