Can't afford PS

Photoshop Elements 10 would be my choice. Here's why: you said you "can't afford PS..." Which to me says you WANT it, but it's not in the budget... YET. Eventually it will be. So, start with the extremely capable stripped down version of Photoshop CS. Elements is an awesome program and extremely capable for an editing program!!!

I actually like PS elements after "try before you buy" trial software, but I like Corel ProX better...was a bit more user friendly.

Corel definitely is more user friendly, however if you are upgrading down the line to PS and go from Corel to PS CS you'll be really messed up with the transition. If you start on a Photoshop product not THAT much will change. You'll just get so much more when you upgrade.
Corel does have a lot of "easy buttons" in it. Finding actions, plug ins and brushes for it are much harder if not impossible.

Spend the money you were gonna use in another thread, for a camera upgrade, for photoshop instead.

+1 Since you stated you're going to invest in lenses that lets us know there is some funds available. It's a matter of deciding what part of the photographic process you deem more important.

Lightroom is probably best even for JPEG photographers... seriously... The price is not bad either.

When it comes down to it many of the baseline programs are very similar in what they can and can't do. Most are fairly competitive in pricing just like most consumer products in the same category. Although I am partial to Adobe products, I have tried and used many of the other brands over the years. I have found that in steering others to various programs, most of the differences they notice are the actual dashboard controls, sliders, presets and such and not the final product in the way of a processed image.

In unJOEY english, they tended to choose a software based on the user friendly controls and not pay attention to the output image itself.
