Try even a bit tighter, if your focus is the eyes try to crop so they are about 1/3 of the way down in the photo, not the middle. (See the rule of thirds)

I guess I was trying to make sure things didn't get cut of during printing or framing....Would you go even further than this, cutting off the top of the head?

to me it looks like you just increased the brightness. to me it is washing out some of the other detail of the picture.

Yes, that background is very distracting. Cloning might be your friend here. The enhancements of the eyes don't appear to be too much.
