Compensating for Available Light with High ISO?

When using strobed light, the short duration of the flash of light stops motion, not the shutter speed.

If you're using strobed light, you don't need to use a high ISO either.

If you're using strobed light, ignore the in-camera light meter.

I won't say ignore it. You could end up shooting a scene with terrible ambient bleed when all you want is flash exposure or overexposure from ambient which would nullify the flash. Of course, I'm hoping the person you're targeting this at realizes that flash exposures create a second exposure they have to worry about.
