Creating a Frame

How would I got about creating a frame in PS Elements??? Also what's the best way to do a watermark that won't look tacky??? Keep in mind I'm very new to this whole digital editing thing so type in simple terms

I find Paint Shop Pro really good for mats and frames. I use both progs. interchangably.. PS for editing and PSP for framing and finalising. Also, PSP has great photo fix functions that bring an image to life really well.
