Just to be sure I went to FAA's website for contests and That photo doesn't show in any of the winner/leaderboards.

Would have to agree with the troll conclusion.

I went looking for FAA contests, but did not see the above image. Could be there someplace, but I checked 12 pages of the archives as well as the March contest entries.
