Filter Causing Red Streak

These were taken with a 8 stop hitech 4x4, and all my longer exposures (10+ sec) seem to have this red streak in the same spot. What is causing this?

In the second shot it looks alot like lens flare. Hitech is not known for it's quality, so there may be something going on with the coating that is not giving you consistent gradation across the whole filter.

Im definitely not impressed by it (looking into singh ray), it also gives a bluish cast that kills the contrast. Both were shot with the sun behind my right shoulder also.

Looks like a light leak to me. Are you using a lenshood with these filters? Maybe try a strip of black electrical tape around the lens after screwing on the filter.

The filter holder is too big to fit the lens hood, could light leak through the viewfinder on a D700?

The mirror should seal off the viewfinder when it's up - but I would use the viewfinder shutter (if it has one) or block it off somehow (usually there's a little rubber thing for that if it doesn't have a shutter) just in case.
