I know selective colouring is frowned upon here, but I thought I'd give it a try and share my result with the experts here.

Why do you think it needs this selective color thing? What exactly is your artistic idea behind theese green spots? And your horizon is slightly tilted.

Try to make b&w version, maybe a bit more contrast for the drama and, since we have this digital magic, maybe clone out people from the pier ? They I think are standing out too much from that soft and mellow horizon.

The purpose of selective colour is to draw attention to a particular aspect of an image. WHY do you feel that out of this scene, this small foreground element is the one thing upon which the viewer should concentrate?
