IMO, this is just an 'I was there and saw this guy' kind of shot.
Overhead harsh lighting and nothing specifically interesting about the subject makes this a personal shot but not mych artistically.

Well, you've followed the rule of thirds, but the setting tells no story and the background is distracting at best. The subject is interesting, but the other 85% of the pixels in the image are "wasted" on something that offers no benefit.. and wait.. is that a.. no.. no.. it's.. it's a CAMERA ZOMBIE RUN FOR YOUR LIVES!!!! The composition is pretty textbook, and moderately pleasing. the dude is decently placed in the frame, and is balanced by the building upper left, I feel.

There's some interest here in the guy's poorly fitting uniform. It raises, mildly, some questions. As part of a series this might have some punch as social commentary. Standing by itself, there's not much there. This could be anywhere.
