Here is my edit of the model's face, and the before photo below. I'm having a hard time especially around the edges of her face. Should I leave the hair? Or keep the edited version?
Typically, you would keep permanent imperfections (moles, freckles, and probably hair), but remove temporary blemishes like pimples or debris. You may want to ask the model if she wants the hair removed. My guess is that she won't, since it's part of who she is.
While my personal feeling is that your edit is a BIG improvement (and I would keep going), my "professional" opinion is that it's definitely something that should be discussed with the model. I'm not sure I agree with Kirk's assessment however. I've found that most people (male and female) seem to prefer that minor imperfections are just dealt with. This is NOT in the same category as a plus-size model, prominent port-wine stain, etc.
