I like the shot, but I echo some of the comments above. She seems very cold and serious; if that was not the intent, then a smile always goes a long way. The background setting with the beach could be terrific, but this framing makes it an afterthought. Naturally, you want to focus on the model but at least some element of depth with the beach could help.

You got to be a guy. WHY did you not pay more attention to her hair?
The top women portrait photographers that I know, taught me to pay a lot more attention to hair.

Well, if you look at the dress, the style is more "formal". The look of the hair suits someone more in jeans with an ultra casual top. The women I know who would wear that type of dress have well-combed hair with every hair perfectly in place. The look of the hair must match the overall look, not distract from it, or it draws attention away from the eyes of the model which is the most important part of any portrait.

I know what you're saying, and generally - I would agree. This time, I think you're wrong though.

Maybe it's just her facial expression, but I think her messed up hair works here.

Given her serious expression, it does not work at all.
