HeLp...When is a model release form necessary?

Hi I have a general question:

I have read a lot of information on when you need a model
release form and when its not necessary... except it seems
that it is never crystal clear. Is there a general rule of when
you definetly need one?

My situation is this:

I am a recent college graduate and want to enter a mosaic
project that I made as an undergrad to a photo magazine contest.
The original intent of the project was to be shown in a public setting
in the University's gallery. Here is the link to the images:

Can I submit the mosaic to the magazine contest without approval?

the person was asking about buildings, but someone posted a link to an article that mentioned model release forms also.

thanks! that article was helpful. i guess that will teach me to get the release beforehand... it is always a pain to back track.
