Hello, I am just wondering how the photographer shot this photo.

Holydeath, It's no bueno to post someone else's photos and quite frankly is a violation of copyright laws. I would recommend that you post a link to his picture.

As for how it was shot, I'm going to guess a Lens Baby or Post processing to get the OOF foreground. Not really sure.

As said embedding the photo is generally frowned upon; however if you provide a direct link to the image that is perfectly fine and without one its hard to give any additional input as to how the photographer got the specific effect.
