He got the lights to move on the turntable, but the person is in focus?

he used a long exposure and flash the flash froze the subject and the lights came out blurry due to the long exposure

Yep...set the flash to rear sync (I think that's right) and set shutter to .5 to 1 second. Put the subject in the center of the frame and press the shutter button while rotating the camera. The lights will circle the subject and the flash at the end freezes the subject.
