How do I achieve an image like this?

I found this image on Flickr and was wondering what she did to get the colors to come out like this. I've played with the contrast, saturation, highlights, etc and haven't succeeded.

Play with Curves and/or cross-process.

There are many tutorials out there on the net because it's one of the most overused looks of the last couple of years. Moo!
