There's a post behind the subject that looks like it's sticking out of his head. Next time if you can't move the subject, move around yourself - change your vantage point to get a better angle.
Notice your backgrounds - this makes the photo partly about all those cars etc. back there. Why are we looking at those? The parking lot itself doesn't seem to really have anything to do with the person; it doesn't tell me much about who he is or why he's out there with a surgical style face mask on (except it does look like maybe it was taken in the parking lot behind a medical center of some sort).
I don't know what you're doing with processing and filters, etc. The quality looks soft and the color looks overdone. I think the exposure was off. The light from the background may have caused the lens to adjust for that instead of for the person and the light where he was standing.
