How to enhance these photos shot under London's Cloudy, Greyish sky?

I used Photoshop Element 11 Editor on my MAC, used almost all available AUTO enhance features. (I am really new to Photoshop)

How can I improve these 4 pictures with Photoshop to make them more Colorful? Thanks.

You can always just push contrast (or saturation, depending on what you want to achieve) to get some more intense colour impression.

However, a bland sky is a bland sky. Unless you do some serious image manipulation (photo-montage), you cannot do too much about it but re-shoot on a better day.
 
You're fighting the elements. You want color but the sky is white. That's a tough battle. Shoot a colorful sky, and then enhance. You can use white balance tricks, like shooting in tungsten on a cloudy day or white balancing off colored gels. Or set the WB to cloudy for a bit more warmth. Also the wheel shots are top lit, meaning the underside of the cars is in shadow. That shot might be better taken at night when the lights provide interest. Also, use a polarizer to cut haze and reflections and enhance contrast and saturation.
