How to get this kind of look?

I'm guessing #1 is a one-image "HDR-processed" photo. High in saturation, contrast and clarity. I'd think there are too many moving objects too close for several exposures

Generally, they seem to be high in both local and global contrast. That invisible cat in #2 is sort of scary, LOL. Defined edges, saturated, glowy/shiny. Not sure how to achieve that...
 
First one looks like basic tonemapping

Second one looks like heavy tonemapping and heavy saturation.

WOW did not see that cat..good eye
 
I had to go back to see the cat too....kinda adds a whole new level to a "Where's Waldo" sort of game....lol

Glowy and Shiny as you mentioned, are they both in photoshop filters?

No idea, I don't use filters that much. Maybe there are plug-ins, Topaz for example...?

My absolute favorite book when I was a kid was a book titled "The Nine Lives of Opalina the Cat." The cat had lived through all these generations of people in the house...only the children could see it, though. And it told them stories about all the people it had lived with before.
Several of the illustrations looked Just Like this cat.

So, to achieve at least that part...just go find the house where Opalina the Cat lives and take a picture. ;)
 
Had to go back to see the cat... That is kinda creepy
