How to take clear photo

I don't get it. How does a lighter exposure makes the image clearer?

Add brightness and contrast in post
Focus on the eyes
Use more light on the faces to reduce scene contrast
Open aperture to f/4 to avoid diffraction
Refrain from using a protective filter in front of the lens
Use a better lens

Use all the know how you can learn in photo school or a good text book on photography

Let's say I have an out of focus image, then I bump up the brightness so it looks over exsposed. Will that makes the image sharper?
